Greenway 2025: Accelerating Changes
Driving collaboration for Hong Kong’s green transition

On 23 June 2025, over 200 leaders from government, business, and civil society came together at Island Shangri-La for Greenway 2025 – Accelerating Changes, the fourth edition of Hong Kong’s leading platform for dialogue on sustainability.

Co-organised by the European Union Office to Hong Kong and Macao and the European Chamber of Commerce in Hong Kong (EuroCham), with the support of the Hong Kong General Chamber of Commerce, the Business Environment Council, and the Consulate General of Sweden, this year’s edition reinforced the value of open exchange, practical collaboration, and public-private partnership to advance Hong Kong’s climate transition.

The discussions centred on six key priority areas:

  • Green Mobility & Transport

  • Green Finance

  • Circular Economy & Sustainable Trade

  • Green City & Infrastructure

  • Green Technology & Innovation

  • Awareness & Talent Development

Three high-level panel discussions explored these themes in depth, producing several key takeaways:

✔ Hong Kong should leverage its role as a global logistics hub to promote sustainable aviation and shipping, including greater investment in sustainable fuel infrastructure, bunkering capacity, and clean transport technologies.

 

✔ Advancing Hong Kong’s green finance ecosystem requires boosting public awareness of green investing, channelling existing capital — such as pension funds and sovereign reserves — into green technologies, and aligning green financial standards with international taxonomies and reporting frameworks.

 

✔ Building a circular economy and greener cities means adopting life-cycle carbon assessments for construction, strengthening public procurement standards, encouraging retrofitting of buildings for energy efficiency, increasing the use of energy ratings, improving waste management, and embedding biodiversity protection into urban development.

The event featured keynote speeches from Chief Executive John Lee, Secretary for Financial Services and the Treasury Christopher Hui, and Secretary for Environment and Ecology Tse Chin-wan, underscoring the Hong Kong Government’s commitment to achieving carbon neutrality by 2050.

A central milestone of Greenway 2025 was the formal handover of the updated Greenway Recommendations, a set of business-driven proposals developed through extensive consultation with the European and Hong Kong business communities. The recommendations were presented directly to Secretary Tse Chin-wan by Iñaki Amate, Chair of EuroCham, and Patrick Yeung, CEO of the Hong Kong General Chamber of Commerce.

 

During the handover, Iñaki Amate emphasised the collaborative nature of the process:

“These recommendations reflect not only European expertise but a belief that Hong Kong’s unique strengths: its financial leadership, trade connectivity, and innovation capacity, can be harnessed to accelerate change. The European business community stands ready to support this effort.”

The European business community, the largest foreign business presence in Hong Kong, brings world-leading experience in green technologies, sustainable finance, and climate innovation. Through Greenway, European businesses reaffirm their role as active partners in delivering practical solutions for Hong Kong’s green transition.
